The City of Calgary approved the formation of Calgary Outdoor Swimming Pools Association (COSPA) in May 2005 to direct the management and operation of (originally) seven Calgary outdoor swimming pools. The City of Calgary grants COSPA the right and license to use, occupy, operate and maintain the Lands and Pools subject to the provisions of the Management Agreement between The City of Calgary and COSPA.

COSPA oversees eight outdoor swimming pools on behalf of The City of Calgary for use by Calgarians during the summer. These eight pools include: Bowview, Forest Lawn, Highwood, Millican Ogden, Silver Springs, Mount Pleasant, South Calgary and Stanley Park.

COSPA’s Board of Directors, elected by the general membership of the not-for-profit society, is accountable for establishing long-term direction for the outdoor swimming pools in Calgary, risk and resource management, capital planning and asset management decisions that address pool infrastructure and operations, and for overseeing operational performance by the pools.

COSPA exists to ensure that Calgarians can have opportunities for excellent outdoor recreational experiences that promote sport literacy; grow healthy minds, bodies and spirits; create opportunities to learn to swim under the sun (a truly different and amazing experience), and opportunities for exercise. Outdoor pools, operating for 80 days from early June to early September, offer children, adults, families and communities a chance to come together and enhance the City of Calgary’s mission to grow vibrant communities.
